Abstract:
Since 2008, a series of cold chain logistics policies have been issued by the state and many provinces and cities in order to boost the development of the cold chain logistics. So the performance and effect of such policies are the concern for the public. Based on the theory of policy tools, this paper conducts a quantitative analysis of national-provincial-municipal (hereinafter referred to as “central and local”) cold chain logistics regulatory policy texts. Taking the contents of the current effective central-local cold chain logistics regulatory documents as examples, integrating the LDA thematic model and Word2vec word embedding algorithms, conducting thematic inductive analysis, geographic difference analysis, temporal difference analysis and central-local synergistic analysis. The study results show that: 1) During the study period of 2008-2023, the cold chain logistics policy mainly focuses on the following four themes, including standardization of cold chain logistics industry, special support funds to develop a cold chain logistics system for agricultural products, multiple measures to implement cold chain logistics projects, and building a new model of green and efficient cold chain supply chain; 2) During the study period, the normative policy texts on cold chain logistics are characterized by chronological stages, which can be divided into germination, growth and robustness, and the intensity of the themes in each stage is different to ensure the balanced development of cold chain logistics; 3) Cold chain logistics normative policy texts are regionally diverse, with differences in the focus on the cold chain in each region, and the development of cold chain logistics policies is adapted to local conditions; 4) The East China Urban Agglomeration's cold chain logistics policy has a higher degree of synergy between the central government and the local government than that of other regions, and the policy theme is richer, not only responding to the requirements of the central government's policy, but also adapting to the development of the region according to local conditions.
